I am not sure to understand exactly your question : there is no exactly index panel in SPIP where we can add accounts, but if it’s about adding redactors or other admin to your site SPIP, provided that you are general administrator of your site you can create editors or other aministrators. You just go to Edit/Authors and you create the required admin and/or redactors.
