Image does not display

I am attempting to insert an image into an article I am translating for Le Monde Diplomatique. Its URL is : mondediplo.com/local/cache-vignettes/L890xH619/LMD-Visual-2---empire-8e8a4.jpg
but only a thumbnail displays, which is not a miniature of this jpg . The thumbnail however contains an active link to the target image. Any explanation would be appreciated.
